China Enters Top 10 Most Innovative Countries, Surpassing Germany

China has broken into the top 10 of the United Nations’ Global Innovation Index (GII) for the first time, taking the 10th spot and displacing Germany, Europe’s largest economy. The move reflects Beijing’s growing focus on research and development, as Chinese firms invest heavily to boost technological advancement.

Switzerland continues to lead the global innovation rankings, holding its top position since 2011, followed by Sweden and the United States. The GII evaluates 139 economies using 78 indicators to measure innovation performance, including R&D investment, patent applications, and industrial know-how.

China is rapidly closing the gap in global research spending and is on track to become the largest investor in R&D worldwide. In 2024, Chinese innovators accounted for nearly a quarter of international patent applications, remaining the world’s leading source. Meanwhile, the United States, Japan, and Germany together make up 40% of total applications, though all three recorded slight declines in submissions. Patents remain a key indicator of a nation’s technological and economic strength.

Despite China’s rise, the outlook for global innovation faces challenges. Overall R&D growth is projected to slow to 2.3% in 2025, down from 2.9% in 2024, marking the slowest expansion since the 2010 post-financial crisis period.

Germany’s drop to 11th place does not indicate a long-term decline, according to GII co-editor Sacha Wunsch-Vincent. “The new rankings don’t capture the effects of trade tariffs imposed by the United States,” he noted. Daren Tang, Director General of the UN World Intellectual Property Organization (WIPO), emphasized the challenge for Germany: “The question is how it can continue its decades-long strength in industrial innovation while becoming a powerhouse in digital innovation.”
