Ogra Increases RLNG Prices for September 2025 Amid Rising Terminal Charges

The Oil and Gas Regulatory Authority (Ogra) has announced an increase of up to 2.63% in re-gasified liquefied natural gas (RLNG) prices for September 2025, citing higher terminal charges as the main reason, The News reported on Friday.

New Rates for SNGPL and SSGCL

According to the notification issued on Thursday, the revised prices apply to both Sui Northern Gas Pipelines Limited (SNGPL) and Sui Southern Gas Company Limited (SSGCL).

For SNGPL’s network:

  • Transmission price rose by 2.36% to $11.2365 per MMBtu.

  • Distribution price increased by 2.38% to $12.0127 per MMBtu compared to August.

For SSGCL’s network:

  • Transmission price went up by 2.63% to $9.8619 per MMBtu.

  • Distribution price climbed 2.63% to $11.0105 per MMBtu.

Impact on Domestic Consumers

The government has recently lifted its ban on new domestic gas connections, but these households will now receive imported RLNG instead of local natural gas. Their monthly bills will vary according to RLNG price adjustments.

Cost Breakdown and Cargo Supply

The revised RLNG prices include all associated costs, such as:

  • Terminal charges

  • Transmission losses

  • Port handling fees

  • Importer margins for Pakistan State Oil (PSO)

The weighted average sale prices were calculated based on eight LNG cargoes imported by PSO in September.

Under Pakistan’s two long-term LNG supply contracts with Qatar:

  • Four cargoes were delivered at a 13.37% Brent slope.

  • Four cargoes were procured at a 10.2% Brent slope, Ogra confirmed.

Policy and Market Dynamics

Ogra explained that the adjustment follows government policy guidelines, reflecting:

  • Global LNG market fluctuations

  • Exchange rate trends

  • Costs of local re-gasification and delivery infrastructure

RLNG’s Role in Pakistan’s Energy Mix

With indigenous gas reserves steadily declining, RLNG has become a critical part of Pakistan’s energy strategy, helping bridge the gap between rising demand and shrinking domestic supply.
